Creating a family
From People, then Families, use Create Family to start a new household unit, then add existing members into it one at a time.
What a family groups together
A family links multiple existing Member records into one household unit, spouses, children, dependents, it doesn't create new person records itself, it only connects members who already exist in your system.
A member needs to already be registered (through any of the three registration methods) before they can be added to a family, families connect existing records rather than being a registration path of their own.
Best practice
Set up families as part of your regular follow-up process for new households, rather than as a separate cleanup project later, it's far easier to link people correctly while you already have the context of who belongs together.
